Apple Pay: Payment not complete!

iPad Pro, IOS 13.7, cannot make purchases in the App Store. Double-click requested, then entered, then msg displayed “Payment not Completed!”

Valid VISA card entered under Apple Pay but still cannot transfer funds to Apple Cash.

iPad Pro 11-inch Wi-Fi, Cellular

Correct, I cannot use Apple Cash on my iPad. Nor can I make purchases in the App Store with Apple Cash turned on or off.

In settings, under Wallet & Apple Pay, if Apple Cash is enabled, it says money can be sent and received in Messages on this iPad.

Don't care about that, so I have disabled Apple Cash. Still cannot make purchases in the App Store.

The default payment card is the same on my iPad as on my iPhone where purchasing apps works great.
