Change focus app in Apple TV

I have an Apple TV 4K and Apple TV HD as well. When I reset my Apple TVs (both of them), after the Apple TVs restart and go through all the initial settings (language, region, etc...) and come to the Home screen, the focus app is automatically Apple TV+ in 4K and Movies in HD.

By 'focus app', I mean the selection place of the remote stops at that app, and for Apple TV 4K, the upper banner of the screen will show the images of that app (as photo below)

Is it possible for me to change it to another one (other than Apple TV+ or Movies)?

For example, I myself developed an app for Apple TV, and I want to make it as the focus app.

The top banner space and/or full screen background space (together: Top Shelf) will reflect choices from the highlighted app (Carousel Content), or an image or even video from the highlighted app, if that app is on the top row of icons. Icons in lower rows will not utilize this banner space. Users can re-arrange the position of icons to their liking, moving apps to and from the top row.

While the highlighted app may default to the top-left icon, it will also remember the last used app for highlighting next time, between sleep-wake cycles.

App developers can include Carousel Content (direct choices to items within the app) or static image or even video content as Top Shelf Extensions. Carousel Content can be account-based, i.e. reflect a user’s past choices or purchases.

App developers cannot force being highlighted. Only the user can highlight an app using navigation on the home screen.
