In all, it is your call. No one here has any say in your own transaction(s).
So, as for my opinion:
I am not aware of the compromising of iPhones by the Chinese government. So, if you are not going to use it in China, then I'd say your boss is correct. The iPhone will only work in country in which it was purchased. So, I'd say stick with your boss on this. That is how I see it.
If you were to purchase it off of eBay, and it no longer works, then it would not work in your own country. It all has to do with licensing between manufacturers and licensing. And the same goes for making iTunes purchases made in another country. So, if you make an iTunes purchase in another country (seems China in this case), then it will mot play elsewhere.
So, if you are not from China, and it is used elsewhere, then I would stick with your boss.
In all, it is your call.
