Cannot clear “others” from ipad memory.

I have deleted all photos & unwanted apps but no change. This makes the iPad unusable.

any ideas out there?

iPad storage Having trouble running apps on my iPad. Checked storage and it shows 31.5 out of 32 is used up - with 16.7 used up by photos.
