Recently Deleted album disappeared

Just wanted to advise that by restarting my iPad, then going to Albums, Other Albums, my Recently Deleted album reappeared. I was then able to recover my photo. Thanks to another reference here which suggested a restart.

Photos icloud sync paused to save battery on iPhone 12 Just some background information. I never had this happen until iOS 16 update. I have a good internet connection. It does not happen on my iPad and I've restarted and looked at all the iCloud and battery settings. My photos are not syncing to iCloud and it says iCloud sync has paused to save battery.. even though I could be at 100% and it still happens. There's a "resume" option and after I tap that every time the sync starts and completes. I'll open up a ticket with Apple but the only resolution I can think of is either telling me about a setting that I'm missing (unlikely) or there is a bug.
