There is no quota. So each user can use what they wish until the members use it all up.

User A may use only 50GB, while member B may use 300GB.

One of you would set up the Family Sharing and invite the other to join. The second person retains their Apple ID and their area of the total storage remains private to them.

Yes. It would be accessible to them by their Apple ID and not accessible to you (as the organiser) and vice versa: though you can establish shared areas if you wish. Their subscription payment will be adjusted.

Both me and my partner have our own iCloud accounts but with Apple One, it makes sense to use the share with up to 5 people option. Is there a system in place that would migrate one of us over under one iCloud account?

Naturally. My point is simply that an average of 400GB is not much...e.g. my Photos app is almost 200GB and my Messages app is currently at 25GB.
