It's to share with up to 5 -- Apple One - Apple.

One of you would set up the Family Sharing and invite the other to join. The second person retains their Apple ID and their area of the total storage remains private to them.

You don't want to be sharing an Apple ID, that way lies madness.

Yes. It would be accessible to them by their Apple ID and not accessible to you (as the organiser) and vice versa: though you can establish shared areas if you wish. Their subscription payment will be adjusted.
I would read their documentation to mean that the 2TB is the available total, which can be shared by up to 5 people.

Naturally. My point is simply that an average of 400GB is not much...e.g. my Photos app is almost 200GB and my Messages app is currently at 25GB.
