my Husband received a spam text massage to 30 people asking for him to download an app, he did so. Well I’ve went on his phone, blocked the phone numbers and deleted the app and prevented what I could but should I be on the lookout for further things? If so what and where should I look?

You can set restriction on Installing app.
Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases > Installing Apps: change it to "Don't Allow"
