If I sign out of my Apple ID who will be Notified? For exsample My parents because I am trying to change it now that I have moved out and my dad doesn't want to turn off my screen time settings

Apart from no longer being listed in the Family Sharing group, other ways your Family Group would be notified can vary depending on the settings of your group.
