If I drag the list emails too far to the bottom of the viewer window the content portion of the window disappears. I can see the bar with the dot however double clicking it does nothing. It seems to be grayed out. This has happened before with previous OS and I don't remember what I did to restore it. I've restarted mail but not the laptop.

Hold the mouse down on the dot & drag it upwards.
FWIW, it doesn't slowly open as you drag. Drag it upwards at least 50% of the way up the window until it pops open.
Thanks, it did finally work as you describe. I don't know why as I didn't do anything this time that I hadn't previously tried. I suspect that I was too quick, expecting it to be a bit more responsive than it is.
I tried that. The dot is grayed out and will not respond. I get a little arrow with a horizontal line beneath it like it would drag but then nothing. It doesn't matter what mouse, track ball, or track pad I use. I've restarted the app and the machine. No change.

Can't restore the content window in mail. Double clicking the dot won't work.
