Why do I have to receive COVID-19 tracking on my phone with the update? Will turning off my phone avoid the automatic downloads? How do I avoid having COVID-19 Information on my phone?

You can’t avoid having it on your phone if you do an update. It is off by default and requires you to opt in if and when it is available in your location. Just ignore it.
