How do I transfer all of the data on my old MacBook Air to an external hard drive and then from the external hard drive to my new Mac Book Air?
I drag files from my macbook air 2010 to an usb external hard drive by copy paste or drag and drop using tabs, a great mojave osx feature i think high sierra uses as well. Time machine is excellent, but sometimes we need a copy or certain documents saved without backing up the entire system.

You can either use the setup assistant that offers to do that directly from your old MacBook Air, or from its Time Machine backup: Back up your files with Time Machine on Mac.
For the purposes of transferring data from one Mac to another, it makes absolutely no difference.
