Information transfer to an iPhone

My mum has an iPad and recently got an iPhone and we transferred all info across. Worked well for photos, apps etc except none of the contacts came across and I can’t work out why or how to fix it. Everything was previously backed up so thought contacts would come across.

Are the contacts in iCloud, or stored on some other contacts server, or are (were) the contacts stored locally on the device?

If the contacts are in iCloud, then they should be available on any device using the same Apple ID.

Maybe there's an entry in Settings > Passwords & Accounts that needs to have Contacts enabled?

Yes the contacts are in iCloud
