My macbook air 13 wont update to big sur it updated to catalina 10.15.6 and says I'm all up to date with updates. How do I update it to Big Sur?

Ask this in the Developer Forums:
Being still in the stage of development... Big Sur questions are to be asked in the Developer Forums.
So, go here to ask this question: developer.apple.com. You are likely to get the answer you need in there.
Big Sur has not been released yet.
It will be released this fall, according to the dedicated page on Apple's website https://www.apple.com/macos/big-sur-preview/
You can update then :-)
Or if you want to try it before it is finished and released, there is a beta program (be sure to read and understand the implications of running beta software) https://beta.apple.com/
The developer forums are for paid and registered developers and not meant for public beta participants. Public beta participants have NO forums to participate in; their only recourse is to use the feedback assistant to file a report with Apple.
