how can i backup my photos and contacts to my laptop

how can i BACKUP all my contacts and photos to a laptop when my icloud backup wont let backup storage is full

You can enable Photos & Contacts in iCloud (if it's an Apple device) or download iCloud for Windows -- Download iCloud for Windows - Apple Support. If you cannot create a backup, it may be worth seeing the following -- If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
