Hello. I am using iPhone 7 Plus and my iCloud Photo Library etc all are disabled but it still shows “syncing” when I open photos app.
Are you certain that Photos is disabled under Settings > Name > iCloud > Photos? If it was, it shouldn't still be "syncing".

I am %100 percent sure. I even tried turning on and off but it didn’t worked
Is it remaining off?
Yes it stays in off position. I even tried logging off, restart my iPhone and logging in again but didn’t worked. It even shows syncing when I still didn’t logged in.
Next possible step -- Get Support.
