IOS 14.1 ; not able to link icloud photos to my phone

I recently downloaded IOS 14.1 and it has disabled my icloud photo link. I followed the current instruction on-line to pair icloud photos to the iphone, but it is not available under the icloud settings.

Are you looking to turn on Photos? If so, it's Settings > Name (top) > iCloud > Photos, not the route you describe above.
