I think it's just not available for the iPad in an iPad-supported form. Microsoft seem to be promising that it is coming. You probably won't have to pay again. In the meantime you should be able to run the individual Office apps ok.

Yes, you can download Office 365 to your iPad and you do not need to buy a subscription again. I use it on my iPad and while it's not as full featured as you laptop, it's pretty good as far as I'm concerned.
Just go to the App Store, find Office 365, download it, then sign in using the same ID and Password as you use for your laptop account.
The Office365 App is principally designed for iPhone - and is only intended to provide a cut-down version of the main Microsoft productively Apps, otherwise separately available, as a single “lightweight” installable App. This Office365 App is not intended for iPad.
To use the MS Apps with your iPad (e.g., Word, Excel, PowerPoint etc), you will need an Office365 Subscription - which unlocks full App functionality on iPad. Without an O365 Subscription, App functionality is limited - and for iPads with a screen size of 10.1” or greater, functionality is restricted to opening and reviewing an existing MS document - with no editing features.
It's only really the iPhone version though, so it looks pretty rubbish on an iPad.
Thank you I realise that now, I just thought that as I had purchased it, it would work on my IPad as well as the Laptop but it looks like I will have to purchase another for the IPad!
