Why doesn’t the update pop up on my phone I’m still on iOS 13.7

I have an iphone 7, and I had the same problem. But apparently I had a beta profile installed. So you need to delete that first and then disconnect and connect to wi-fi. Then you should be good to go!

Restart your phone and try again. iOS 14 is available.
