To my understanding, when you add a "fade to black" transition to the end of a clip, the transition takes over the last second or few deciseconds of the clip but retains the audio. However, I want the clip to play out entirely and then have the transition take over. Is there any way to do that?

Your understanding is correct. All transitions require a piece of residual media to hook on to.
You could try sharing out as an image the last frame of the video, import it back in, and then add the transition to the image.

It worked perfectly!
After importing an image of the last frame, I shortened its duration to 0.3 s and then added the "fade to black."
