Widget on bottom row of screen ios14

Trying to get the weather app at the bottom of the screen is not working for me.

My experience actually started the day after I updated. After talking to an apple rep. I figured it out... apparently, a widget can only sit in 1 of 3 positions, either at the top, middle, or bottom of a page. Meaning in order to have a widget at the bottom of a page you need to have a minimum of 3 rows plus 1, for a total of 4 rows of apps before the widget can sit at the bottom. Or like you said, 2 rows for it to sit under the apps in the middle of the page.
