When trying to reload High Sierra after preparing a 2011 MacBook Air for gifting, I get an error that says "could not create a pre-boot volume for APFS install". How do I fix this

I followed the steps for gifting a 2011 MacBook Air on the Apple website. I got to the step of reloading the High Sierra software. The reload was almost completed when I got an error message that said "Could not create a pre-boot volume for APFS install." How do I get past this and get the High Sierra reloaded so that I can give the computer to my godchild?

From above instructions, see details Step #7:


"The best way to restore your Mac to factory settings

is to erase your hard drive and reinstall macOS."


"After macOS installation is complete, the Mac restarts to a setup

assistant that asks you to choose a country or region. To leave the

Mac in an out-of-box state, don't continue setup. ~ Instead: press

Command-Q to shut down the Mac. When the new owner turns

on the Mac, 'setup assistant' guides them through setup process."


Key commands in instructions, can help select the best or original macOS.
