Verify with your email provider their SMTP server is up and running trouble free—

To trouble shoot further:

Use Connection Doctor in Mail on Mac - Apple Support

If no insight or resolve, delete the account and add it back:

Add or remove email accounts in Mail on Mac - Apple Support
