Timecode off by frames

at any given point during playback, logics timecode meter is off by a few frames compared to the timecode burn in on the video(ex: 59:57:22 vs 59:57:14). Ive already done the following :

The video was sent to me from a Premiere user if that helps. The only other thing I know is that the video is a combination of clips, could that be why the time code is off? pretty new to this. thanks
