safari tabs not syncing from mac

Hi I had an issue with my Mac today using FaceTime and as a result had to shut my Mac down. Unfortunately I had to force quit various apps, including Safari and also force the Mac to shut down using the power button, as it got stuck shutting down. I restarted it twice since then but my safari tabs on my Mac don't seem to sync to my other devices.

When I go on my iMac, I can see all the tabs that are open on my iPad and iPhone and if I close a tab or open a new tab on either device, it shows on my Mac, however, the tabs that are showing on my iPhone and iPad for my Mac are the ones that were open pre shut down and force reboot and it doesn't seem to recognise any changes.

I have tried restarting my iPad (no difference) and have restarted my Mac (still no difference). I have tried clicking off and back onto safari in the iCloud preferences on the Mac (still no difference). The only thing I have noticed is that if I add a bookmark or add to the reading list on the Mac, those changes are across all devices, which means that safari is connected to iCloud.

I don't know if something happened when my Mac went haywire, but I have had a few spinning wheels of death since (the FaceTime issue is for another post).

Problem solved. For some reason safari was running several blank windows and another window with multiple tabs in the background, which was causing it to get confused. Once I shut down all these extra windows, safari tabs working as normal.
