Choppy Scrolling MacBook Pro 2020

New MacBrook Pro 2020 13 inch base model delivered the other day. I've seen other discussions on this but mine can't seem to be solved with the same methods. The choppy scrolling isn't consistent like other cases, scrolling is smooth for a few moments then randomly becomes choppy. I already tried resetting the PRAM, SMC, restarting from safe boot, and reinstalling macOS. Happens with almost every app (Chrome, Safari, Spotify, Word, etc.). I've asked friends who have even older models and they don't experience this.
