I see the app but it refers me back to open on the Apple Watch app. The Blood Oxygen app is not on my iPhone watch app. Tried to get from App Store and it referred me back to my watch. Tried to get on my watch, it referred me to health. Health does not have the New oxygen app.

Try a hard reset of phone and watch.
Blood oxygen app not on watch.
