background app refresh not accessible on ipad gen5, device wide, how to correct?

i do NOT know when / how it happened, but i can NOT change BACKGROUND APP REFRESH from settings or in the apps themselves? i thought i had most turned OFF to save battery life, and IF/when i would need to use an app, i would go to the app and turn back on for better performance (ie: pandora, or netflix) now, if/when i add an app, it's added with the BACKGROUND APP REFRESH "button" ticked ON(green) but greyed out (meaning i can NOT / do NOT have access to it!! I am the ONLY user on this ipad!!

Plz help?? As i JUST found out THIS generation of ipad is going to be "obsolete" soon!! (will be my 2nd one to do that!! smh)

at section: "Allow changes to other settings and features"

NO - That is NOT how THIS issue was "solved"....I had assistance of another community member, Eric Root (thank you Sir!! A comment he made on another post, led me to finding the solution!!).

I am on an Ipad Genaration5 ...

actually had to go in under:

SETTINGS >>

SCREEN TIME >>

Content and PRIVACY RESTRICTIONS and ALLLL the way at the BOTTOM of that LIST, ALLOW CHANGES >> Click on BACKGROUND APP ACTIVITIES and CHECK TO "ALLOW" Changes...
