Not sure under which context you meant to ask your question. Siri definitely has a voice and answers the questions with voice and text. Open Settings ➔ Siri & Search : Siri Voice - Select a voice of your choice here. Siri Responses: When Silent mode is OFF.
Note that if Siri is set to response when Silent Mode is OFF and if you have Silent Mode set to ON then Siri will not respond with voice.
