Why is my App Store and iTunes account disabled?

I can’t use my App Store because it says my account is disabled? What does this mean? My payment information IS updated so I know that is not the issue.

iPhone 11 Pro Max, iOS 14

That normally indicates an issue with the account. Apple advises not to update payment info, and to contact them.
