full disk access not working

Hello. When I try to run tmutil latestbackup (as root) remotely using ARD I get the following error:


"latestbackup requires Full Disk Access privileges.

To allow this operation, select Full Disk Access in the Privacy

tab of the Security & Privacy preference pane, and add Terminal

to the list of applications which are allowed Full Disk Access"


The remote machine is a mac mini running Mohave and the clients (20 of them) are running Catalina. The machines are iMacs booting from 500 GB Sans SSDs. ARD 3.9.3


Terminal has been granted Full Disk Access on the client machines, and indeed I can run the command when I remote to the client machines and run it from the terminal app on the machines. I've tried disabling and reenabling it but that didn't help.


Anyone else have this issue and know of a fix.
