I upgraded to an iphone 11 pro from iphone 10.
Unlike previous phone changes, some of the apps have reverted to an old Apple id, which I haven't used for several phones over the past 6-8 years.
I don't know how to get around it so that I can reinstall the missing apps.

If they aren't in your Purchases History, you can delete the app, and download it using your current Apple ID if desired.
You may have to sign out of the App Store/iTunes, restart the device, and then signing back in.
