Should Apple double their staff to handle the tens of millions of responses to a survey asking if they should remove Safari's Top Sites? Beyond the impracticality of that scale, Apple owns and licenses the software, and has repeatedly demonstrated their ability to make changes to it over the years — without asking your permission, or mine.
