I am on a iPad 7th Gen and i have seen people edit their home screen and instead of deleting it they moved it to the app library. How do you do that on iPad?

The App Library to which you refer is a feature of iOS14 for iPhone - that is not supported by iPadOS14:

the App Library feature is not available on iPadOS 14.
