My iPad Pro gen 2 says software is up to date but is still on 13 not 14. Why

The regional Apple update servers continue to be heavily loaded following release of iPadOS - and this is causing difficulties for some in updating their devices. You may need to be patient - as you should be able to update when server capacity becomes available.
