Sync photos from mac to ICloud and delete from my mac

So you are not removing the photos from your Mac. They stay, but in a smaller format. If you have enough space, the original files will still be stored on your Mac until you run out of space.

In the Mac Photos app.

Preferences > iCloud > iCloud Photo Library > Optimize Mac Storage

NOTE : this screenshot shows Originals. Change to Optimize.
