I just got a new MacBook Pro 16" with Catalina. I've had a Stocks list on my two other Mac's and my iPod Touch. They all seem to keep the same list of stocks synchronized. However, the Stocks app on my new Mac does not seem to check the cloud for updates. "Stocks" is checked for the Cloud in the Internet Accounts prefs. The Stocks app just lists the default stocks with current prices.

I found a solution. I went to the "Apple ID" preferences and turned off the Stocks from using the Cloud with "Delete from My Mac" and then turned it back on. Voila the Stocks app on my Mac now had my list of stocks from the Cloud!
