Is it possible to have 2 Apple ID accounts on an Apple TV? That way I can sign up for new subscriptions without charging my roommates account

That depends on the device/model. The Apple TV box (4th generation or later) with tvOS 13 or later can have multiple users. That is primarily intended for user-specific preferences, like recommendations and age appropriate content. It may require user switching before using account specific features, like a certain subscriptions.
