You can find manuals via Apple - Support - Manuals (Peripherals). Repeatedly click on the Load more results button. There are two manuals (Jul 17, 2005 and Feb 17, 2004).
Yes, it is 5.1 VDC and 2.4 A with centre positive (at least for a Model A1034 EMC 1948 with a modem). A text with the values can be found on the base station.
The plug barrel outside diameter is approx. 5 mm.
If applicable, a universal power adapter may have a set of plugs, so you should be able to locate one with suitable outside and centre dimensions. A 5 V setting should work (but not higher than 5.1 V). Make sure that the power adapter is capable of delivering a current of 2.4 A (or more).

Just a quick note here to point out that you will not be able to to set up and configure the A1034 AirPort unless you have a Mac using a very old operating system like Leopard or Snow Leopard, or a PC with AirPort Utility for Windows installed on the device.
There seems to be some confusion about the external power supply.
I believe it is 5.1VDC @ 2.4A and center is positive.
Is that correct?
