Debt for a purchase that I did not make.

Good day. I faced such a problem that I can not download any application on my iPhone, even the one that is free of charge, gives it out for money. Therefore, no applications were downloaded to the device for a long time.


Having recently tried to download something free from the App Store, it displays a window "There is a problem with paying for a previous purchase." After I insisted on a valid bank card, the payment was refused.


Paid applications were not downloaded to the phone. In the purchase history, we found a purchase for November 2018, the last one that was made in general on this device, applications that were not downloaded from the App Store, and if they downloaded by mistake, they instantly deleted and did not use this application (screenshot in the attachment).


How to remove this debt for an application that you have not used?
