How to sync purchased iTunes across devices

My iTunes are no longer syncing across devices. I’ve updated both to same iOS. They are saying I need to subscribe to Apple Music or iTunes Match ($30 yr) in order to sync. I don’t think this is fair. I paid for these songs. They should since.

Can you please give instructions on “how” to do it? I realize that the optional services make it easier. But, they are both costly. I already paid for the song. Never had to pay further to have my songs synced. This is not a fair policy. Will need to think further on buying App,e products in the future.
