how can i get rid of the remaining 8 cents on my apple id account, im trying to change my country on my account but i cannot unless my balance is empty

Contact Apple Support
If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support.
