Can iTunes gift card works in Hawaii?

I’m from Auckland New Zealand and I purchased an iTunes gift card and took a picture of the card number and send it to my friends hangouts email but when she trying to use it it’s says have to be redeemed in New Zealand why’s that? Can she redeem it in Hawaii? Or do I have to redeem it here in New Zealand and send it back to her again
