Control Center Blank Row

Updated to iOS 14 on my 6s. There is now a blank row in my control center screen such that I have to scroll down to get to my flashlight, etc. How do I remove this row or fill it in with icons?

Go in to settings and control center, and turn off home controls. When on, it leaves a row of icons for expansion. Poor design IMO.
