iPhone flash light goes on and off flickering on it’s own

i have a camera set up in my room and i noticed a notification of my iPhones flashlight flickering on and off really fast then slowing down randomly on its own. The LED Notifications is and has always been off.

what is this? Has this happened to anyone? I read someone else went through the exact same thing. Is it a third party? Does it mean someone’s hacking my phone?
