I too have this problem after upgrading to 14.0.1. Other Apple apps (e.g., Reminders) sync as quickly as ever (not perfect, but perfectly acceptable). Same for third-party apps which use iCloud. What have I tried? Reduce apps on both iPad and iPhone to an unreasonably bare minimum. Reboot both devices. Acquire a new modem/router (and speed-test!). Ensure both devices are signed on to the same appleid, of course, and that I am within six feet of the router. Uninstall and re-install notes.app. No luck.

Before iOS/iPadOS 14.0.1, notes.app displayed superb sync. To wit, I could type on one device and quickly see, almost character for character, the same typing appear on the syncing device. Now, I’m lucky to see a note synced after an hour (even with the app closed on both devices). Insofar as notes.app is concerned, 14.0.1 is a very severe downgrade. Fortunately, I have other (third-party) apps for notes.
