I want to have my granddaughter (under 18) able to get Apple Cash but she does not need to be in my family plan. Is that possible?
there is a solution. You have to make sure she has a zero balance then you have to close her current account by going here - Manage your Apple Cash account then go here - Set up and use Apple Cash Family
that is the only way she can have Apple Cash until she becomes 18.
There is no way around the system that is set up. If you are under 18 you must be part of family sharing to be a part of Apple Cash family.
