I am not able to create a child account. After i create a apple ID it do not let me agree with the terms .

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch         

Try a forced restart.

Reset Device.      

The same thing is happening to me and it is very frustrating.

Hard reboot did not work for me.
