I have used 17,8MB of 5GB of iCloud space and have less than 15 MB to sync. How can it still say that iCloud is full?!

Looking at the screenshots below, how can I get the message saying "This iPhone cannot be backed up because there is not enough iCloud storage available"?!

How can my phone calculate the Next backup size to be 5.89 GB when the largest app is 17MB and most of the others not even 1MB?

During backup procedure, apps are not backed app.

Only the related data/media are backed up (and, seeing your screenshots, probably they are exceeding your iCloud storage capacity).
