Upgrading my iCloud Storage

My AMEX card had a fraud on it so I had to get a new card. However, it's attached to my iCloud account.

I tried to upgrade the storage but it's asking me to contact you guys for more information.

Did you use the following to change the payment method -- Change, add, or remove Apple ID payment methods - Apple Support?
